Baktybek Abdrisaev served as Ambassador of the Kyrgyz Republic to the United States and Canada from 1997 until 2005. Dr. Abdrisaev was also a Member of the Kyrgyz Parliament from March 1995 until March 2000. Since August, 2005, Dr. Baktybek Abdrisaev has been working as a Distinguished Visiting Professor and Political Science Lecturer for the Department of History and Political Science at Utah Valley University. He has written more than one hundred articles related to the science of applied optics, international relations, and diplomacy. As a lecturer he is addressing issues pertaining to comparative constitutionalism in Central Asia and Kyrgyzstan. He has been published in international and U.S. media outlets such as Open Democracy, The
Washington Post, The Wall Street Journal, and Foreign Policy.
A recognized expert on Central Asia, foreign diplomacy, and U.S.-Russian relations, Ambassador Abdrisaev, on April 22nd, 2010 testified before the House Subcommittee on National Security and Foreign Affairs of the Committee of Oversight and Government Reform regarding the possible implications for U.S. policies after the recent upheavals in Kyrgyzstan.
