Appendix IV. Computer Science Program Personnel and Policies Towards Consulting, Professional Development, and Recruiting.

If you are having more than one program evaluated, particularly if the programs are on separate campuses, the answers to these questions may vary from one program to another. If this is the case, please use separate copies of this section for each program, and clearly delineate which program is being described.

C. Policies
. Provide a brief description to give an overview.

1. Describe policy toward private consulting work, sponsored research projects, and extra compensation.

Consultation and other services to persons, firms, institutions, and agencies outside and contracted through the College may be carried on by College employees as long as the performance of such services does not interfere with the individual's service obligation to the College. Such consultation is defined as acting in an advisory capacity, normally for a short period of time, and subject to the following restrictions:

  1. Upon approval of appropriate administrator(s), College employees will be allowed released time for consulting, with salary adjustments made as necessary.
  2. Use of consultation time should have a demonstrable relationship to the professional interests of the College employees and the College.

Faculty wishing to engage in research, write grant proposals, etc. are encouraged to do so and each project is based on its own merits. A separate college department exists to aid in the writing of grants. Faculty members engaged in research or grant writing work in cooperation with the dean of the school and the college personnel assigned to that duty. Compensation is determined by the dean of the school and approved by the Vice President for Academics.

2. State the standard teaching, administrative, research, and other loads on the faculty, in general terms.

One faculty member serves as the Department Chair and that individual is required to teach one class each semester, dedicating the rest of the time to administrative duties. All other faculty members teach a load of 9 hours with 3 preparations or 12 hours with 2 preparations. Faculty members involved in research or other special assignments negotiate released time with the Dean of the School of Computer Science and Engineering.

3.Describe policies and procedures for recruiting faculty for the computer science program. Describe any barriers to hiring the appropriate faculty.

Policies and procedures for recruiting faculty are closely monitored by the Human Resources department. Once the number of available positions is determined a departmental search committee is formed with one faculty member designated as chair. Using the procedures and forms provided by Human Resources the committee does a paper screening of applicants to narrow the field. When a manageable number of applicants are determined, phone interviews are used to further narrow the field. When the field has been narrowed to two or three applicants, those applicants are invited to the UVSC campus for a teaching demonstration and a face-to-face interview. The search committee then ranks the candidates and makes their recommendation to the Department Chair. The Department Chair conferences with the chair of the search committee and the final recommendations are given to the Dean.

Once the recommendations are given to the Dean, the department search committee has finished its obligation to the process. The Dean, working with the Vice President for Academic Affairs makes the final decisions on which applicants are offered contracts. They determine salaries, tenure and rank status. They are not bound by the findings of the search committee.

There are no time lines set for the process and many potential hires have been missed because they take positions at other institutions before decisions can be made at UVSC.
