International Partnership Agreements
and Memorandums of Understanding
International Partnership Agreements (IPAs) and Memorandums of Understanding (MOUs) foster a network of students, alumni, teaching, and scholarship with international colleagues and leaders to provide quality educational experiences, culture and activities beneficial to the University, local region and the state of Utah.
The International Center administers and coordinates international agreements including Memorandums of Understanding (MOUs) and International Partnership Agreements (IPAs) for the University. The International Center retains the originals of MOUs and copies of IPAs.
The President or designee must approve all MOUs. The Vice President of Academic Affairs or designee must approve all IPAs.
Memorandums of Understanding (MOUs)
A Memorandum of Understanding is a general agreement between the University and international colleagues, organizations, or other universities. Completion of a Memorandum of Understanding often documents the first step in the process of establishing educational activities but it does not commit resources nor does it commit the University to provide services or activities. An International Partnership Agreement is a legally-binding contract that commits the University to providing specific services or activities or in collaboration with international colleagues, universities, or organizations. Depending on the nature or scope of a program, the International Center may ask the Business Office to review the proposal. Agreements Initiated by Foreign Universities or Organizations
In some cases, departments/units may receive a proposed agreement from a foreign university or organization. When this occurs, it is the responsibility of the academic department to determine interest by faculty, outside departments, schools and colleges. If interest exists, the department is to contact the International Center for assistance. The Following Criteria Should be Reviewed when Considering the Establishment of an MOU or IPA
- Level of interest of UVU faculty and students;
- Faculty members or units willing to take responsibility for the successful implementation of the agreement;
- Degree to which opportunities benefit outreach and education activities of the University;
- Degree to which the proposed MOU or IPA provides global experiences for students, faculty and the University's communities; or
