I. Purpose
The purpose of this policy is to meet Athletic Department management requirements as outlined by the National Collegiate Athletic Association (NCAA) [Constitution 5.4.1.2.1.2].
II. Policy
- A member of the full-time faculty will be appointed by, and serve at the discretion of, the President as the Faculty Athletic Representative (FAR) for the purpose of reviewing information and procedures to assure the welfare of student athletes, academic integrity, and institutional control as stipulated by NCAA guidelines.
- The President will appoint an Athletics Advisory Council for the purpose of development and review of Athletics policies and procedures.
III. Procedures
The FAR will serve as the President's representative in matters related to the academic welfare of student athletes in accordance with the following principles and guidelines:
- The FAR will periodically report to the President, administration and Faculty Senate.
- The FAR will advise and consult with the President, Vice President for Student Affairs, student athletes, the athletic department, and the faculty on issues concerning the academic well-being and welfare of student-athletes.
- The FAR will be knowledgeable about NCAA rules and institutional policies, procedures, and activities of intercollegiate athletics and will act to assure institutional compliance.
- Any information related to unfair or inequitable treatment of student athletes, or alleged violations of NCAA, conference or institutional rules will be reported to the President and Athletic Director in a timely manner. The President will initiate investigations and appropriately resolve such issues.
- To assure academic opportunity, well-being and success of student athletes, the FAR will advocate for and assist student-athletes as they work through established institutional and applicable NCAA processes.
- The FAR will monitor and assess the effectiveness of the athletic department's efforts to comply with NCAA and conference affiliation academic regulations.
- The FAR will serve as chair of an Athletics Advisory Committee (AAC) which is established to monitor and advise the institution concerning policies and procedures related to athletic programs. This committee is comprised of the following additional members:
- Four full-time faculty members
- Appointed by the president
- Two of the four shall be Faculty Senators
- The Dean of Enrollment Management or his/her designee.
- The Dean of Students or his/her designee
- The Athletic Director or his/her designee
- The Chair of the Student-Athletic Advisory Committee
In addition, the following ex officio representatives to the committee will attend meetings and report:
- Department of Athletics head of NCAA Compliance
- A representative of the Vice President of Academic Affairs
- All matters related to the job description, term and conditions of service regarding the FAR will be negotiated between the FAR and the President and memorialized in a Memorandum of Understanding prepared at the time of the FAR's appointment.
- When the position of the FAR becomes vacant, the AAC may present nominees to the President for consideration.
