Linda L. Makin serves as the Chief Planning, Budget & Policy Officer at Utah Valley University. Planning & Budget organizationally resides in the Executive Division under the direction of the President and includes Planning, Budgets, Institutional Effectiveness, Institutional Research and Information, University Compliance Services, and Policy. Linda manages UVU’s Planning, Budgeting, and Assessment (PBA) process and serves as the university’s chief budget/planning officer and as the university’s policy administrator. As Chief Planning, Budget & Policy Officer, she serves as a member of the President’s staff, President’s Cabinet, President’s Council, and Leadership Council. She also attends and participates in UVU Board of Trustees meetings, National Presidential Advisory Board meetings, and many Board of Regents meetings.
Within the university, Linda serves as a member of the Benefits Finance Committee, Benefits Committee, Enterprise Applications Committee, Scholarship Executive Committee, Executive Infrastructure Planning Committee, Accreditation Executive Team, and Compliance Advisory Committee. Linda chairs/co-chairs the University Planning Advisory Committee; Planning, Budgeting and Assessment (PBA) Coordinating Committee; Strategic Plan for Managing Growth Task Force; and Policy Advisory Committee; serves as the NCAA Athletics Certification Liaison, and serves as a mentor for the Utah Valley Senior Executive Leadership Forum (UVSELF).
Linda is a presenter in many on-campus training programs including UVSELF, Human Resource Academy, Department Chair training, and Trustee training as well as a guest lecturer in BYU MPA and UVU Accounting courses. Linda was a panel presenter at the 2010 Assessment Best Practices Conference in UVU’s University College. Linda has presented at regional, national and international conferences, most recently presenting with at the 2009 Western Association of College and University Business Officers conference. Externally, Linda is a member of the Utah System of Higher Education (USHE) Budget Officer’s System Subcommittee, USHE Mission-Based Funding Task Force, and USHE Economic Development and Strategic Planning Coordination Committee. In 2010, Linda was elected to the Board of Trustees for the Utah Foundation. She is involved in professional organizations (WACUBO, NACUBO and SCUP) and served as a member of the 2009 WACUBO annual meeting host committee. She also serves as a precinct vice-chair, member of the Utah County Central Committee, and a county delegate for the Republican Party. Linda is a member of Phi Kappa Phi and Beta Gamma Sigma.
Linda earned a master’s degree in public administration from Brigham Young University in 2007, a bachelor’s degree in Accounting from Utah Valley University in 2002, and has over 29 years of higher education experience. Linda has received several awards including CFO (Chief Financial Officer) of the Year 2009 by Utah Business Magazine, 2007 UVU Board of Trustees Excellence Award, Fall 1997 PACE Distinguished Employee Award, and 1998 CCBO Regional Outstanding Business Officer.
