The Federalism Index


The Federalism Initiative at Utah Valley University's Center for Constitutional Studies exists to help educators, state leaders, and ordinary citizens better appreciate and understand the significance of federalism in the overall structure of the United States Constitution, so that each can help make federalism an active and functional part of our constitutional way of life once again.

The Index presents broad measures of a select number of "key indicators" across three major categories -- fiscal, legislative, and administrative -- of the state-federal relationship.

Federalism Curriculum

How to Register

  • Go to:
    • Enter your email and select “I am a new user.*”
    • You will then be asked to enter your full name and agree to the terms of use policy. After doing so, select “Enroll in Course.”
  • You will receive a Confirm Registration email from Instructure Canvas.
  • Select "Click here to finish the registration process."
  • You will be redirected back to Canvas and asked to set up a password for your account and complete the registration process. Once registration is complete, you will have access to the course.

*Note: if you already have a Canvas login associated with your current email address, select “I already have a Free For Teachers login.” You will be able to login and complete registration for the course.


The Center for Constitutional Studies does not charge reporting fees. This course is free.

CLE Credits

  • Successful completion of the curriculum requires:
    • completion of the demographic questionnaire
    • completion of all six video modules, including mandatory comprehension quizzes
    • a printout or screenshot of the Federalism Curriculum Certificate of Completion
