Cheri Jackson, a Utah Valley University MPA graduate, has been sworn in as Millcreek’s mayor. With nearly a decade of City Council experience, she steps into leadership following Jeff Silvestrini’s retirement.

The city of Millcreek has a new leader at the helm, and she’s a proud Utah Valley University alum. Cheri Jackson, who earned her Master of Public Administration (MPA) from UVU, was sworn in Monday as the city’s second mayor and first female mayor, following the retirement of Jeff Silvestrini after nearly a decade of service. Jackson will complete the remaining two years of Silvestrini’s term, bringing nearly ten years of experience as a Millcreek City Council member to her new role.
“I feel honored to serve as mayor of this incredible city,” Jackson said after taking the oath. “Millcreek is a really special place, and I look forward to continuing the work that keeps our community thriving.”
As reported by KSL, Jackson’s appointment came after a unanimous vote by the Millcreek City Council during a special meeting earlier this month. Five candidates applied for the position, but Jackson’s deep roots in Millcreek and her extensive public service experience made her the clear choice. Born and raised in Millcreek, Jackson graduated from Skyline High School, earned a bachelor’s degree in psychology from Brigham Young University, and later completed her MPA at UVU—a credential that has shaped her approach to leadership and governance.
Outgoing Mayor Silvestrini praised Jackson’s dedication and leadership, noting her ability to prioritize community interests and foster collaboration. “I’ve had nine years of experience working with Cheri Jackson, and I know she has always been engaged and active not only as a council member for her district, but for the whole city,” Silvestrini said. “I have full confidence that Cheri is the best candidate to preserve the culture in City Hall and continue executing on the vision we’ve outlined since incorporation.”
A Shared Commitment to Public Service
Jackson’s swearing-in underscores the vital role education plays in preparing leaders for public service. UVU’s College of Health and Public Service (CHPS), which houses the MPA program, is deeply committed to strengthening communities across Utah. CHPS students actively serve through internships, clinical rotations, and outreach programs in areas such as healthcare, criminal justice, emergency services, and other public service roles. These experiences not only meet real-world needs but also prepare graduates like Mayor Jackson to lead with empathy, expertise, and a focus on community well-being.
Looking Ahead
As mayor, Jackson plans to prioritize Millcreek’s resilience, safety, and inclusivity. She has previously served as Millcreek’s City Treasurer and represented the city on boards such as the Unified Fire Authority and Unified Fire Service Area. Her experience with emergency preparedness and business development committees positions her to guide Millcreek through growth while maintaining its unique character.
“Serving Millcreek has been an extraordinary honor,” Jackson said. “I look forward to continuing this work as your new mayor—ensuring our city remains a thriving, welcoming, and resilient community.”

The city of Millcreek, Utah, was incorporated in 2016.
