About the Program

 

The Educational Opportunity Center (EOC) at Utah Valley University is an initiative that was created in order to provide counseling and information on college admissions to 1,000 qualified adults who want to enter or continue a program of postsecondary education. The program was created to serve residents in two target areas: 1) central Utah, consisting of urban Utah County – the second most populated county in the state – and neighboring rural Summit and Wasatch Counties; and 2) remote, rural San Juan County in the southeast corner of the state.

Area demographics demonstrate a high need for an EOC program. Over 15,000 families and 88,500 individuals in the target areas live in poverty, with a disproportionate percentage of minority and single female heads of household. Of the population ages 25 years and older, 63.2% or 192,217 people have an education completion level below the baccalaureate degree.

Moreover, 30.9% of Hispanics (the central region’s largest minority population) and 24.9% of Native Americans (the southeast region’s largest minority population) do not have a high school diploma. Furthermore, the rate of college enrollment is low with only 42% of the high school graduates in the target area (and only 32% of low-income graduates) enrolled in postsecondary education programs directly out of high school as compared to the national rate of 66%. Utah is also last in the nation for financial aid application completions. Underserved populations lag behind the general population in all measures of income and education. For San Juan County, however, the situation is critical. San Juan is one of the poorest counties in the U.S. and has the highest average incidence of intergenerational poverty and long-term public assistance in Utah.
