The Andrea Packer Endowed Scholarship celebrates the life of Andrea Margaret Packer (1968–2025), a woman who left a lasting impact on all who knew her. Andrea passed away on September 13, 2025, leaving behind a legacy defined by global curiosity, meaningful relationships, professional excellence, and service to her community.
Raised in Japan and a graduate of the Canadian Academy in Kobe, Andrea developed a lifelong appreciation for people and cultures. After earning her bachelor’s degree in communication, she built a distinguished career in public service. She contributed to the 2002 Winter Olympics and served for more than twenty years with the Utah Transit Authority. She was known for her leadership and unwavering loyalty to family, friends, and colleagues.
Andrea approached the world with openness and a genuine interest in people and places. She valued learning through experience, believed deeply in the importance of understanding different cultures, and found meaning in connecting with others. Her appreciation for individuals and their unique backgrounds reflected a lifelong commitment to seeing the world with both empathy and enthusiasm.
At home, Andrea brought that same spirit of connection to her relationships. She was a devoted sister, daughter, and “Auntia” to her nieces and nephews, and she found joy in the simple moments she shared with loved ones. Her warmth and ability to uplift those around her made her a steady source of light in the community.
To honor Andrea’s remarkable life, this endowed scholarship was created within Utah Valley University’s Gary R. Herbert Institute for Public Policy (GHIPP). The fund supports students who share Andrea’s values: civic engagement, curiosity about the world, commitment to public service, and openness to diverse perspectives. Scholarship recipients will participate in GHIPP programs that build leadership and community involvement.
Andrea’s life exemplified what it means to be compassionate and engaged. Through this scholarship, her legacy will continue to inspire future leaders.
