A Winning Tradition at the Atlantic Council’s Cyber 9/12 Strategy Challenge

The Atlantic Council’s Cyber 9/12 Strategy Challenge is the premier global competition for students interested in cybersecurity policy and strategy. Each year, it presents teams with a fast-moving, real-world-inspired cyber crisis—ranging from cyber-physical attacks on critical infrastructure to AI-driven disinformation campaigns—and challenges them to develop actionable policy responses in front of expert judges.

Since 2020, Utah Valley University’s team—the W0LV3R1NES—has built a national reputation for excellence, consistently outperforming elite graduate programs from institutions such as Harvard, MIT, Columbia, Georgetown, and the U.S. military academies. Despite being primarily composed of undergraduate students, the W0LV3R1NES have proven themselves as a dominant force in the
competition.
