In 2002, the Utah legislature passed House Bill 144 (HB 144). This legislation allows qualifying undocumented immigrant students to pay in-state tuition at a Utah college or university.

Once you are admitted as a student to the University, complete the HB 144 Affidavit for Non-Resident Tuition Exemption form online. Click apply now, select HB 144 Tuition Waiver, input requested information, and submit form.
Make sure you also submit your official high school transcript with a graduation date listed.
Please note: If you have attended multiple institutions in the State of Utah, you must fill out an HB 144 affidavit at each institution you attend.

Utah State Legislature approved House Bill 102 to take effect May 3rd, 2023. This legislature allows qualifying students who meet all the following requirements to be exempt from paying the nonresident portion of the total tuition at Utah Valley University.
Once you are admitted as a student to the University, complete the residency reclassification application and upload the required documentation.
Students must submit valid and unexpired documentation. The burden is on the student to prove that they are eligible for resident student status prior to the first day of classes for the term the student seeks to attend as a resident student. Students must submit documentation by the established deadlines on the admissions website.
