The Herbert Institute for Public Policy and the Utah Office of Data Privacy invite agencies to design data governance practives that protect privacy, transparency, and use.
In today’s digital government, data governance and privacy are no longer back-office functions; they are foundational to public trust, operational efficiency, and ethical service delivery. Over a lifetime, individuals interact with nearly every category of government — health, education, public safety, transportation, and more. When data is well-governed, those interactions are secure, seamless, and centered on the individual, not the system.
To spearhead this process, the Gary R. Herbert Institute for Public Policy has partnered with the Utah Office of Data Privacy. This collaboration is focused on providing the standards and systems to protect digital privacy while enabling the government to serve more effectively.
We published the first comprehensive white paper assessing the state of data governance across Utah's state and local governments. Our ongoing research delves into developing practical models that government entities could implement to allow individual privacy while maintaining transparency.
The Data Governance Summit brought together legislators, corporations, and public employees to speak about the current issues of data governance in Utah. Additionally, our State-Endorsed Digital Identity (SEDI) Summit brings together states to establish how government should manage and protect digital identities across the US.
The Herbert Institute is developing an AI-powered tool to specifically empower Utah government entities. This tool will simplify the complex process of meeting data governance requirements, allowing them to focus on providing public services while still protecting privacy.
This partnership between the Herbert Institute and the Utah Office of Data Privacy seeks to inform legislators, policymakers, government entities, and the general public about responsible data governance.
