Today, August 14, 2025, UVU's President’s Council approved the following policy actions:
Entrance to Stage 2
Policy 106 Special Purpose Organizational Units
Approval Process | Regular |
Policy Sponsor | Wayne Vaught |
Policy Steward | Kat Brown |
Policy Actions | Revision |
President's Council Action | Entrance to Stage 2 |
Pipeline Draft | Stage 2 Draft |
Who does this apply to? Faculty and staff working with special purpose organizational units
What will this policy entail? Policy 106 needs to be revised to reflect changes in Utah Board of Regents’ Policy R401, Approval of New Programs, Program Changes, Discontinued Programs, and Program Reports. Policy R401 no longer requires OCHE to approve universities’ centers, institutes, and bureaus. Revisions to Policy 106 will clarify language, update references and terms, establish policies and procedures appropriate to a university, and remove procedures that are more appropriate in an SOP or practice document. The policy will treat both academic and nonacademic entities.
Now that this policy is in Stage 2, what does this mean for me? This policy will now to go the university entities. Reach out to them for further commentary.
Policy 637 Faculty Tenure
Approval Process | Regular |
Policy Sponsor | Wayne Vaught |
Policy Steward | Kat Brown |
Policy Actions | Revision |
President's Council Action | Entrance to Stage 2 |
Pipeline Draft | Stage 2 Draft |
Who does this apply to? Faculty
What will this policy entail? The current Policy 637 no longer aligns with UVU’s tenure submission and review procedures,
including how faculty submit required documentation within UVU’s digital submission
tool and how the portfolio is transferred between reviewers within the submission
tool. Policy 637 requires changes to
1) revise submission and review procedures and timelines to better align with Policy
632 and 633;
2) omit various criteria and required documentation that are unnecessary;
3) simplify guidelines for the organization of materials in digital portfolio;
4) clarify and describe Advisory Board purpose and procedure; and
5) update procedures for faculty responses during the review process to align with
Policy 632 and 633.
Now that this policy is in Stage 2, what does this mean for me? This policy will now to go the university entities. Reach out to them for further commentary.

Policy 633 Faculty Performance Evaluation and Feedback (Revision)
Policy 654 Faculty Merit Pay (Deletion)
Approval Process | Regular |
Policy Sponsor | Wayne Vaught |
Policy Steward | Kat Brown |
Policy Actions | Revision |
President's Council Action | Entrance to Stage 3 |
Pipeline Draft | Policy 633, Policy 654 |
Who does this apply to? Faculty
What changes were made in Stage 2? The faculty self-evaluation and five different categories for annual review ratings have caused much confusion. The current merit pay system is too complicated, involves too many people, and grants access to personnel files that may not be appropriate. We have simplified the merit pay process and added that content to Policy 633. This means we can now delete Policy 654 Faculty Merit Pay. Additionally, we deleted content from Policy 633 that dealt with post-tenure review because UVU now has a separate post-tenure review policy (Policy 638). We made some revisions in response to Stage 2 comments to clarify procedures.
Now that this policy is in Stage 3, what does this mean for me? This policy will now to go Board of Trustees and is closed for commentary.
