Policy Pipeline Updates: Policy Actions Approved by President's Council, March 12, 2026

On March 12, 2026, UVU's President’s Council approved the following policy actions:

Compliance  Changes

Policy 661 Graduate Admissions and Continuation

Policy 662 Graduate Program Continuation, Credit, and Graduation Requirements

Approval Process Compliance
Policy Sponsor Wayne Vaught
Policy Steward Kat Brown
Policy Actions Revision—Limited Scope
Policy Documents Policy 661, Policy 662

Who does this apply to? Faculty, staff, and students

What does this new policy entail? Policy 661 has been updated to reflect changes made to the TOEFL scoring system and requirements. Five months after Policy 662 revisions were approved in June 2024, the Utah Board of Higher Education updated Policy R475 Common Course Numbering and Policy R401 Approval of New Programs, Program Changes, Discontinued Programs, and Program Reports later that year. This resulted in some portions of UVU Policy 662 that addressed course numbering to become out of compliance with Policy R475. To rectify this, the policy was updated through the compliance change policy process.

Now that this policy is in the Policy Manual, what does this mean for me? If you have questions about these compliance changes, please contact the policy steward.

Who does this apply to? Faculty

What will the revisions to this policy address? This policy lacks clear guidance on when a faculty member may apply for tenure when the institution approves a reduction in the number of years in which a non-tenured faculty member is in a probationary period. This lack of clear guidance could lead to varied interpretations across colleges and potential inequities in the review process. Policy owners will revise the policy to specify the timing and conditions under which an early tenure application may be submitted and include a visual representation such as a table.

Now that this policy is in Stage 1, what does this mean for me? If you have comments or concerns about this policy, contact your elected senator when this draft enters Stage 2.

Why is this policy being deleted? This policy was in Stage 1 drafting for revisions. The policy owners have determined that it would be best to delete the outdated policy from the Policy Manual and address the subject matter in guidelines and procedure documents that can be updated as needed. Therefore, this policy will be deleted.

What issues does this new policy address? In the current policy, a PIP (professional improvement plan) may be appealed (see Section 5.3 “PIP Appeal Timeline”). However, the policy does not indicate that a NOIN (notice of improvement needed) is also appealable. Therefore, the following limited scope revisions have been made:

  • Change 5.3 to read “NOIN and PIP Appeal Timeline”
  • Just before PIP, add “NOIN or a” to sections 5.3.1, 5.3.2, 5.3.4, and 5.3.5

Note: A NOIN is a non-sanction type of feedback regarding a minor or first-time performance issue that includes a plan developed by a faculty member and their supervisor.

Now that this policy is in Stage 3, what does this mean for me? If the Board of Trustees approves this policy on March 24, it will become effective in the Policy Manual on that day.

Information Item

Policy 611 Credit for Prior Learning has been sent back to Stage 1. The policy owners determined the draft needed further work.
