Policy Pipeline Updates: Policy Actions Approved by President's Council, April 23, 2026

On April 23, 2026, UVU's President’s Council approved the following policy actions:

Compliance Change

Policy 168 Whistleblower Anti-Retaliation

Approval Process: Compliance

Policy Sponsor: Marilyn Meyer

Policy Steward: Drew Burke

Policy Action: Revision—Limited Scope

Policy Documents: Policy 168

Who does this apply to? All members of the university community

What does this policy revision address? This update aligns policy with HB 73 by expanding the definition of retaliatory action to include complaints to licensing bodies under the Utah Protection of Public Employees Act. It also updates references to Policy 165 to reflect its current title, Discrimination and Harassment.

Now that this policy is in the Policy Manual, what does this mean for me? If you have questions about these compliance changes, contact the policy steward.  The Board of Trustees will ratify this policy at their next meeting on June 25.

Entrance to Stage 2 University Entities Review

Policy 637 Faculty Tenure

Approval Process: Regular

Policy Sponsor: Wayne Vaught

Policy Steward: Kat Brown

Policy Action: Revision

President's Council Action: Entrance to Stage 2

Policy Document: Stage 2 Draft

Who does this apply to? Faculty

What revisions were made to this policy? The current Policy 637 does not clearly define when faculty can apply for tenure if their probationary period is shortened, which may lead to inconsistent interpretations and inequities across colleges. To address this, revisions include specifying the timing and conditions for early tenure applications, potentially with a visual table, and replacing the term “observations” with “assessments” in section 5.5.1.5 for greater accuracy and consistency with prior revisions.

Now that this policy is Stage 2 University Entities Review, what does this mean for me? Any comments may now be submitted to governance entities leaders. Stage 2 ends September 25.

Entrance to Stage 3 Board of Trustees Review

Policy 106 Special Purpose Organizational Units

Approval Process: Regular

Policy Sponsor: Wayne Vaught

Policy Steward: Kat Brown

Policy Action: Revision

President's Council Action: Entrance to Stage 3

Policy Document: Stage 3 Draft

Who does this apply to? Those involved with SPOUs

What revisions were made to this policy? Stage 2 changes to this policy clarify that the policy applies to all SPOUs as separate university entities and adopts USHE R405 to define institutes. SPOUs cannot offer credit-bearing courses or programs; they may only sponsor them in collaboration with faculty housed in academic departments under appropriate oversight. The revisions also reinforce alignment with the university’s mission, require faculty involvement in governance and assessments, and remove any allowance for SPOUs to provide credit-bearing curriculum directly, with non-tenure-track faculty matters to be addressed in upcoming Policy 653.

Now that this policy is Stage 3 Board of Trustees Review, what does this mean for me? The Board of Trustees will review this policy at their next meeting on June 25.
